Japanese library consortia join CLOCKSS
CLOCKSS has announced that the two major academic library groups in Japan have joined the CLOCKSS archive: the Japanese Association of National University Libraries (JANUL) and the Private and Public University Libraries Consortia (PULC). JANUL consists of 92 libraries, while roughly 360 libraries are part of PULC. The National Institute of Informatics in Japan (NII), which is a CLOCKSS founding library and archive node, has been instrumental in bringing about this partnership and expanding the support for CLOCKSS to all academic libraries in Japan

New Report, "Taking Our Pulse: The OCLC Research Survey of Special Collections and Archives"
"This report provides the detailed findings from a 2009 OCLC Research survey of 275 institutions across the U.S. and Canada to determine norms across the community and to provide data to support decision making and priority setting. This survey updated and expanded a similar survey administered by the Association of Research Libraries in 1998, the outcomes of which catalyzed the special collections community and led directly to numerous high-profile initiatives to "expose hidden collections." Since then, recognition of the distinction that unique special collections bring to our institutions has greatly increased. Some key data points discovered in the 2009 survey include: far too many rare and unique materials remain "hidden"; the size of collections is growing rapidly; most institutions report increased numbers of onsite users; staffing generally remains stable; and digitization and born-digital archival records emerged as two of the three most challenging issues"
Portico introduces new preservation services
"In response to both the library community's evolving preservation needs and the growth in publisher participation, Portico will offer separate e-book and e-journal preservation services beginning on January 1, 2011. These distinct services will enable libraries to choose where to invest their preservation resources based on their collections, needs and budgets. Existing Portico participants will be offered the choice of e-journal, e-book, or both services at the renewal of their current agreements"
Rose Book-Collecting Prize 2010-2011 (UK)
"Cambridge University Library is offering students the chance to win GBP500 by building their own book collections. The Rose Book-Collecting Prize was endowed in 2006 and is believed to be the first of its kind offered by any European university. As well as the GBP500 prize money, the winner will be offered 10 years' free membership of the Friends of Cambridge University Library. The contest is open to all current undergraduate and graduate students of the University registered for a Cambridge degree. To enter, students should submit a list of their collection together with a short essay, explaining the theme and significance of the collection, by the first day of the Lent full term"

READ International launches the Read for READ Anthology at the British Library
"READ International, a student-led educational charity that distributes textbooks to secondary schools in East Africa, is delighted to announce the official book launch of its new Read for READ Anthology on Thursday 28 October at 6pm at the British Library. It is the exciting culmination of the Read for READ Short Story Competition, in which aspiring writers were given the chance to showcase their work, and be judged for final publication by writer Sarfraz Manzoor, publisher Sonny Leong, literary agent Clare Alexander, and the British Library's Director of Human Resources, Mary Canavan. The winning stories, brought together in this anthology alongside work from established authors Ian MacLeod, Rhys Hughes and John Saul, celebrate the endless possibilities that can derive from a single book. Since 2005 READ International have sent over 850,000 textbooks to schools in East Africa, providing crucial resources for everyday lessons. Through the online 'Read for READ' voting system, in which voters donated a suggested 50p per vote, the anthology has contributed vital funds to support their instrumental work in Tanzania and Uganda"

"Ancestry.com has made available online a collection of nearly 75,000 records of prisoners from several of the most infamous U.S. penitentiaries, including Alcatraz, Leavenworth, McNeil Island and Atlanta. The prison record collection spans 1875 to 1963 and even includes photo ID cards of nearly 3,500 inmates who did time in McNeil Island."

WikiLeaks releases 400,000 Iraq War Logs
"At 5pm EST Friday 22nd October 2010 WikiLeaks released the largest classified military leak in history. The 391,832 reports ('The Iraq War Logs'), document the war and occupation in Iraq, from 1st January 2004 to 31st December 2009 (except for the months of May 2004 and March 2009) as told by soldiers in the United States Army. Each is a 'SIGACT' or Significant Action in the war. They detail events as seen and heard by the US military troops on the ground in Iraq and are the first real glimpse into the secret history of the war that the United States government has been privy to throughout. The reports detail 109,032 deaths in Iraq, comprised of 66,081 'civilians'; 23,984 'enemy' (those labeled as insurgents); 15,196 'host nation' (Iraqi government forces) and 3,771 'friendly' (coalition forces). The majority of the deaths (66,000, over 60%) of these are civilian deaths.That is 31 civilians dying every day during the six year period. For comparison, the 'Afghan War Diaries', previously released by WikiLeaks, covering the same period, detail the deaths of some 20,000 people. Iraq during the same period, was five times as lethal with equivallent population size"

Dead Sea Scrolls to be made available online
CNN reports - In an ambitious application of 21st century technology brought to bear on a first century wonder, the Israel Antiquities Authority and internet search giant Google Tuesday announced a plan to digitize the Dead Sea Scrolls and make the entire collection available to the public online. Israel Antiquities Authority (IAA) General Director Shuka Dorfman called the project a milestone that would enhance the field of biblical studies and people's understanding of Judaism and early Christianity. "We have succeeded in recruiting the best minds and technological means to preserve this unrivalled cultural heritage treasure, which belongs to all of us, so that the public, with a click of the mouse, will be able to access history in its fullest glamour," Dorfman said. Made up of 30,000 fragments from 900 manuscripts, the Dead Sea Scrolls are considered by many historians to be one of the most important archaeological finds ever made. The ancient manuscripts, made of leather, papyrus, and copper, were first discovered in 1947 by a nomadic shepherd in a cave near the Dead Sea. British Library acquires Harold Pinter's awards
The British Library has acquired the collection of awards and honours presented to writer and Nobel Laureate Harold Pinter during the course of his long career. The UK national library - which acquired Pinter's archive in December 2007 - received the awards through the Acceptance In Lieu (AIL) scheme. Highlights of the collection include:
* Pinter's 2005 Nobel Prize medal and diploma
* 1960 Evening Standard award for the best play of 1960 (for The Caretaker)
* The iconic bronze mask of the BAFTA fellowship, presented in 1996
HM Government's Acceptance in Lieu scheme, managed by the Museums, Libraries and Archives Council is one of the primary ways of ensuring that important cultural treasures pass into the UK's public collections. In June the British Library acquired the archive of J G Ballard through the scheme. The awards include more than 50 medals, medallions, plaques and original artworks, of all shapes and sizes and testifying to the range and international profile of Harold Pinter's achievements. The Herman Kesten Medal - presented by German PEN in 1985 - recognises Pinter's work on behalf of persecuted and imprisoned writers, while the 2004 Wilfred Owen Prize was awarded in response to the controversial poems that expressed his opposition to the Iraq War

Proposed Canadian Library Association Future Plan
The Canadian Library Association Executive Council has released the first draft of the CLA Future Plan. The Future Plan consists of six main headings that outline the proposals to reorganize and rejuvenate the Association. There are hyperlinks from some sections to provide specific details and there are appendices that expand on the information in the main document. The major changes outlined in the Plan include:
* a concentration on national advocacy
* identification of major areas for advocacy efforts
* disbanding of Divisions and Interest Groups
* reduction in the governance structure
* introduction of Networks: grassroots involvement

New version of the Canadian Naturalization database
"Library and Archives Canada has announced the release of a new version of the online database Canadian Naturalization 1915-1951. It now includes digitized images of the lists of names of people who applied for and obtained status as naturalized Canadians between 1932 and 1951; these lists were originally published in the Canada Gazette. This database is one of the few Canadian genealogical resources specifically designed to benefit researchers having roots other than British. The reference numbers indicated in the database can be used to request copies of the original naturalization records, which are held by Citizenship and Immigration Canada"

BA and PLR sign up to trade-wide library letter (UK)
From The Bookseller: "The Booksellers Association, Public Lending Right and library support body Voices for the Library have all now signed up to the industry-wide statement in support of the public library service due to be sent to local authority leaders. The organisations have joined the Society of Authors, the Royal Society for Literature and Campaign for the Book in signing up to the statement, in a venture being co-ordinated by library campaigner Desmond Clarke and the Museums, Libraries and Archives Council. Trades union UNISON, which represents public sector workers, including librarians, has agreed to circulate the statement to its members"

"Nominations are invited for the 2011 Frederick G. Kilgour Award for Research in Library and Information Technology, sponsored by OCLC, Inc. and the Library and Information Technology Association (LITA), a division of the American Library Association (ALA). The deadline for nominations is December 31, 2010. The Kilgour Research Award recognizes research relevant to the development of information technologies, in particular research which shows promise of having a positive and substantive impact on any aspect of the publication, storage, retrieval and dissemination of information or how information and data are manipulated and managed. The Kilgour award consists of $2,000 cash, an award citation and an expense paid trip to the ALA Annual Conference (airfare and two nights lodging)"

"Nominations are being accepted for the 2011 LITA/Library Hi Tech Award, which is given each year to an individual or institution for outstanding achievement in communication for continuing education in library and information technology. Sponsored by the Library and Information Technology Association (LITA), a division of the American Library Association (ALA), and Library Hi Tech, the award includes a citation of merit and a $1,000 stipend provided by Emerald Press, publishers of Library Hi Tech. The deadline for nominations is Dec. 1, 2010"

National Archives to put the Founders online (USA)
"The National Historical Publications and Records Commission (NHPRC), the grantmaking arm of the National Archives, has announced a cooperative agreement with The University of Virginia (UVA) Press to make freely available online the historical documents of the Founders of the United States of America. The NHPRC and UVA Press will create a new web site which provides access to the fully annotated published papers of key figures in the nation's Founding era. The project is designed to include the papers of George Washington, John Adams, Thomas Jefferson, James Madison, Alexander Hamilton, and Benjamin Franklin. The National Historical Publications and Records Commission will provide funding in the amount of up to $2 million for the UVA Press to undertake the work on the published papers"
Elsevier introduces Article-Based Publishing to increase publication speed
"Elsevier has announced the launch of Article-Based Publishing - a new publishing model that publishes articles as final and citable without needing to wait until a journal issue is complete. With an increasing focus on online publishing, there is a growing need for innovative publication models geared towards individual articles instead of the print-based issue model. Article-Based Publishing is the assigning of final citation data on an article-by-article basis, decoupled from the compilation of the journal issue itself"
Early Vaughan Williams work to be performed for first time (UK)
"The score of what is now being called A Cambridge Mass was written by Vaughan Williams for his doctoral examination and has never been heard. It had been in the safe-keeping of Cambridge University Library for more than 100 years, but was only identified as an unperformed example of the famous composer's early work when it was put on display to the public as part of a wider exhibition. A Cambridge Mass - written for soloists, double chorus and orchestra - will be performed in full for the first time at Fairfield Hall, Croydon, on 3 March 2011. The concert will be conducted by Alan Tongue, who has been responsible for bringing the early Vaughan Williams work into the limelight. The original score for the work, which Vaughan Williams wrote when he was 26, was deposited in the Library's Manuscripts Room. It was written by the composer in 1899 for his Doctor of Music examination at Cambridge University and has pencil markings made by the examiners. The work lasts about 45 minutes, and is for concert hall performance rather than liturgical use"

"The Association of Research Libraries has announced the recipients of the 2010 Library Assessment Career Achievement Award. The awardees are three librarians who were instrumental in the definition and use of standardized and consistent statistical data - Gordon Fretwell, Roswitha Poll, and Kendon Stubbs. While the 2008 awards recognized pioneers in the development of organizational capacity for assessment (Amos Lakos, Shelley Phipps, and Duane Webster), the three 2010 recipients helped make it possible for libraries to contribute and use high quality comparable data for effective library management"
